Brazil Country Report Synthesis

In an effort to identify ways to harmonize public policy and national projects that address water and climate challenges, 10 national documents were analyzed by partners in Brazil in 2024 using the Water Resilience Tracker.
These assessment led to six recommendations to support climate change adaptation through the sustainable management of water resources:
Improve the management of water as a climate risk
Provide more information on specific water risks and illustrative examples of climate change consequences affecting the water cycle.
Strengthen the approach to water as a strategic sector
Emphasize water's interdependence with energy, agriculture, sanitation, and civil defence and develop an integrated approach across all plans, treating water as a fundamental sector for adaptation and sustainable development.
Leverage water as an opportunity for climate mitigation and adaptation
Create and strengthen a portfolio of multi-sectoral projects that connect efficient water use to climate mitigation goals and long-term resilience, aiming for climate funding from international sources.
Develop detailed, water-specific regional analyses and strategies
Consider specific regional characteristics and including detailed climate impact projections on water resources for different regions in Brazil, especially those most vulnerable to climate change.
Continuous capacity building and institutional strengthening at the national, state, and local levels
Workshops and training sessions on climate risk analysis, portfolio development for funding, and integrating water into sectoral plans, focusing on technical implementation.
Integration of sectoral planning with other strategic sectors
Address interconnected impacts with areas such as urban planning, tourism, health, industry, and transportation and their strategies for climate adaptation and mitigation.
