The Water Resilience Tracker is a tool and diagnostic guide supporting enhanced water resilience in national climate planning.
The Water Resilience Tracker (WRT) is a set of powerful resources delivered by leading climate and water experts to assist global policy makers in evaluating, improving, and financing climate policies and and plans. The Tracker’s innovative tools include both a questionnaire and a diagnostic guidance document, which together provide users with a clear pathway to design and implement water-smart climate policies.
The WRT is unique in the way that it actively engages stakeholders throughout the process, helping policymakers craft tailored, effective water policies for their countries while enhancing their capacity to represent the role of water in international platforms such as the UNFCCC Conference of Parties (COP).
Country ownership is at the core of the implementation approach.
Focus areas include exploring the synergies and tradeoffs between multiple water-using sectors and evaluating the credibility and efficacy of national climate instruments, such as the Nationally Determined Contributions (NDCs) – established by the Paris Agreement – and National Adaptation Plans (NAPs).

Meet the Team
The Alliance for Global Water Adaptation (AGWA) is overseeing the development of the Water Resilience Tracker in collaboration with the International Water Management Institute (IWMI), Deltares, and Arup.
How the Tracker works
The Water Resilience Tracker for National Climate Planning includes both a questionnaire framework and a Guidance Document, which together provide a clear pathway to design and implement coordinated and targeted climate action which acknowledges the critical role of water.
The Water Resilience Tracker Questionnaire guides climate planners and policymakers to systematically evaluate both the explicit and implicit ways in which water is included in a country’s national climate plans and planning processes.
This includes exploring the synergies and tradeoffs between multiple water-using sectors. The Guidance Document identifies approaches for improving water resilience based on the outcomes of the Questionnaire.
By engaging with the Water Resilience Tracker, countries can ensure that plans are water-sensitive and able to withstand the impacts of climate change.
From workshops to water policy
The users of the Tracker also receive access to a tailored suite of workshops, capacity building support, and training that helps them further evaluate and improve their policies and plans.
Regionally-specific approaches for improving water resilience are identified based on the outcomes of the questionnaire, incorporating the needs of stakeholders from local communities, government, civil society, finance, agriculture, and the private sector.
