Workshop for developing Nepal’s NDC3.0 Implementation Plan (Water sector)

Nepal’s Nationally Determined Contribution (NDC) 3.0, approved on 14 May 2025, reinforces Nepal’s long-term vision of achieving net-zero emissions by 2045 while enhancing resilience in communities and ecosystems most vulnerable to climate change. This consultation workshop provided an opportunity to discuss the implementation of Nepal’s NDC 3.0 for the water sector.

Background

Nepal’s NDC 3.0 emphasizes integrated water resources management, water security, safe and climate-resilient Water, sanitation and hygiene (WASH) services, sustainable use of water, groundwater management, and the protection of river basins and watersheds. These priorities are closely aligned with the National Adaptation Plan, highlighting the urgency of improving water governance, strengthening climate-informed planning, and building resilient infrastructure capable of withstanding increasing climate risks.

As Nepal moves toward operationalizing its NDC commitments, the development of a sector-specific Implementation Plan is essential. This sector-specific consultation workshop on Water resources brought together government agencies, development partners, civil society, and technical experts to review priorities, identify feasible actions, and ensure that NDC3.0 implementation pathways are practical, inclusive, and aligned with national development goals.

Objectives

The consultation provided an opportunity to exchange in-depth perspectives, gather insights and facilitating collaboration from diverse stakeholders on developing a practical and comprehensive Implementation Plan for Nepal’s NDC 3.0 commitments in the Water Resources and WASH sectors.

Specifically, the consultation aimed to:

  1. Review and validate sectoral targets and priorities as outlined in NDC 3.0.

  2. Identify actionable measures, timelines, and responsible institutions for effective implementation.

  3. Gather insights and recommendations from relevant stakeholders including government agencies, private sector, development partners, and civil society to ensure feasibility and alignment with national development goals.

  4. Lay the groundwork for a detailed NDC3.0 IP that supports Nepal’s mitigation and adaptation targets.
