Morocco is facing severe and growing water challenges. As one of the most water-stressed countries in the world, it is projected to reach a state of absolute water scarcity by 2030—where demand, particularly for agriculture and drinking water, exceeds available resources.
The UK Government’s Just Transitions for Water Security (JTWS) programme is a £39 million initiative across five years, aimed to support better water management in the face of climate change. It comprises the Water Resilience Tracker, Fair Water Footprints, and the Resilient Water Accelerator.
This report provides an overview of the state of progress toward water resilience in Morocco, including political, economic, social, technological, legal and environmental factors. It is based on a desktop review of publicly available information and a report from a JTWS Scoping Visit to Morocco in February 2025.
The report identifies the five key arguments for JTWS engagement in Morocco, and the actions that JTWS can undertake to support Morocco strengthen its water resilience.
