Water Resilience Indicators for National Implementation

Monitoring progress towards water resilience is challenging. As countries engage with processes such as the Global Goal on Adaptation (GGA) or create national frameworks, we constantly hear this refrain. Although many different indicator frameworks are in use, it is difficult to link and interpret this data to build a coherent resilience narrative for use in national policy.
This Technical Note has been developed as a reference guide of different approaches that can be applied by practitioners working on water resilience indicator frameworks. Rather than offering a new set of indicators, it provides a resilience ‘lens’ that can be applied to existing material, enabling teams to learn about system behaviour, identify interpretive gaps, and construct honest, decision-relevant narratives.
The Note builds towards a concrete output: the National Resilience Snapshot. This is a short, policy-facing synthesis that converts indicator evidence into a small set of time-bound decisions, creating a routine moment for interpretation and course correction, aligned to national reporting cycles and policy windows.
